HBHI - Country modelling to support National Malaria Control Programs - High Burden to High Impact

Through the High Burden to High Impact (HBHI) response launched by the World Health Organization (WHO) and the Roll Back Malaria partnership (RBM), public health modelers have been invited by the Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) to support the national malaria programs on the understanding of the current malaria profile in priority countries by conducting intervention mix analyses and prioritization to inform countries’ stratification plans.

The group focused on five HBHI countries: Cameroon, Ghana, Mozambique, Tanzania, Uganda.

 The aim of the work is to inform the elaboration of country malaria strategic plans and provide insight to the coming Global Fund funding requests. The AIM group provides sophisticated analytical support to National Malaria Control Programs (NMCPs) on the better understanding of their data basis, current/past malaria trends in the country, and a simulation of the impact of malaria-related interventions.

Our work is based on the OpenMalaria modelling platform developed by the Swiss TPH and collaborators. OpenMalaria has been developed as a decision-making support tool for malaria control and elimination programs. It simulates the impact of interventions and allows comparing different interventions and assessing cost-effectiveness of interventions.

The close collaboration between the modelling group and the national malaria control program has always been a key component for impactful outcomes. The engagement of the national malaria control program has been essential to ensure alignments of the objectives of the analysis with the country’s objectives and for the coordination of data sharing.

This work was pioneered by the Swiss TPH and the Tanzanian NMCP during the development of the National Malaria Strategic Plan in 2018. This process was first introduced in Benin in 2018 to update the Integrated Malaria Elimination Strategic Plan. Since then the group has been able to support forthcoming Concept Note for future funding by the Global Fund to fight AIDS, TB and Malaria.

The analysis are performed with the joint support from Bill and Melinda Gates Foundation (BMGF), Clinton Health Access Initiative (CHAI) and Global Fund through its Sustainability, Transition and Efficiency Strategic Initiative (STE-SI).
