PTCS - Contribute to the promotion of social protection and decent work through support for mutual health organisations in Burkina Faso

To meet the challenges of climate change and land degradation in the Sahel, Enabel, with funding from the Kingdom of Belgium, is implementing the Sahel Regional Thematic Climate Portfolio (PTCS) in four countries (Burkina Faso, Senegal, Niger and Mali) for a period of 05 years (2022-2026). The objective of the Burkina Faso component of the PTCS is to improve the integrated management of natural resources and restore the natural ecosystems of the Sahel in a sustainable manner in the fight against desertification and the negative consequences of climate change in order to strengthen the resilience of the population of the Sahel living in vulnerable circumstances.

Under the PTCS, decent jobs will have to be created with the support of the various projects that make up the portfolio. The issue of social protection is becoming a priority in achieving this objective. For this reason, under Outcome 2 (Local stakeholders engage in the restoration of degraded land and the sustainable management of ecosystems) of the PTCS, action is planned to promote social protection and decent work in the portfolio's intervention zone through support for mutual health insurance schemes.

Burkina Faso is ranked 184th out of 191 countries in terms of the Human Development Index (UNDP, 2021). The provision of healthcare throughout the country is both quantitatively and qualitatively inadequate. The cost of healthcare services and medicines, even generic ones, is high in relation to the purchasing power of the majority of the population, particularly in rural areas. In addition, over 80% of the population of Burkina Faso, particularly those living in rural areas, have no health cover. Supporting access to healthcare for the beneficiaries of PTCS projects will, among other things, enable Enabel to achieve its objective of promoting social protection and decent work and contribute to achieving the objectives of Burkina Faso's national social protection policy.

ASMADE and Swiss TPH joined forces to implement this mandate aims to contribute to the promotion of social protection and decent work through support for mutual health organisations in the PTCS intervention zone.

The two partners are active in 2 regions of Burkina Faso to cover 8 municipalities in the Centre East (Andemtenga, Kando, Pouytenga andKoupéla) and Plateau Central (Meguet, Salogo, Kogho and Absuya).

The intervention consist in:

1- Awareness-raising activities for the population in the intervention municipalities
2- Creation and capacity-building of social mutual societies
3- Capacity-building for healthcare providers
4- Strengthening the institutional framework for the development of mutual health insurance schemes
5- Setting up new mutual health insurance schemes and supporting existing ones.
